Oh blimey, I thought they meant 'proper' silence, i.e. a strategic delay in responding to a negotiation offer. Such a delay (that is to say an appreciable fraction of a minute, or longer, in face to face discussions or hours in online written discussions) can be very powerful but it can go either way: It can either make one's opponent uncomfortable and be willing to improve their position OR it can result in them assuming that you are no longer interested and just walking away. You have to know how and when to do it and it's not an easy skill.

But I see that they are referring to face to face discussions and the kind of 'delay' they are talking about is only "three to nine seconds". This is barely a delay at all. It's merely taking a breath. Don't we all do that anyway, even when aroused?

They say that "pausing for at least three seconds before speaking allows parties time to respond with more meaningful rebuttals and counter argument" which is entirely true. But it's a normal pause. It's not really strategic in the sense I've witnessed it.

They also say that "The study also punctures the notion that keeping mum is a power move meant to make your opponent uncomfortable." This is over-simplistic. A "three to nine seconds" delay is not going to do anything to put your opponent off his stride! If you are aiming to make your opponent uncomfortable then the delay in responding needs to be long enough to be noticeably abnormal. "Three to nine seconds" isn't it. And, as I say, doing it successfully is difficult and requires skill. You have to be willing to actually annoy your opponent.
