Keep in mind, reporting the article as spam does not report automatically the user as spammer. You need to report for the user separately.

Can you try again? I just kicked him and it went to 2 - so that should be Richard and my votes. Unless it shows a number, you may have missed the "spam" dropdown - I do it from time to time as well.

Doesn't need reporting here - it's easy for a newbie to get confused and post wherever he finds the space. Just give him a "heads up" as you have done - I added a link for you / him - and let him on his way.
I've deleted the article, and I'll remove the link from your post to prevent future kicks on the user.

Just tell the OP where to post it, and hit "Extremely poor quality". A Protector will delete it when we spot it - or it'll get closed naturally is we are too slow - and as long as he knows where to post it all is fine!
