I mean, that cover is 27 years old. By default, a new C# class doesn't include a "using Linq"; it's as if the better cutlery is being saved for special occasions (or MS is trying to protect us).
I often find myself trying to create some string function in C# when I wouldn't have if I had added a LINQ using in the first place, and seen the extensions (Intellisense).
(I'm still lame at Regular Expressions but I like the LINQ operations).

Yes, it is annoying but at least the modern VS's can suggest "using"s on extensions and not just classes. It used to not be able to suggest using Linq if you typed .FirstOrDefault or similar.

You can modify the default class, project, form, ... etc. templates to include it: I do that to add my regions and so forth.
This is how I used to do it: Adding your items to Visual Studio default files[^] - I can't remember doing it for VS2019, but it's likely to be very similar to that.
