For sure.
The only online game I play is GTA Online. It was installed from DVD (although I understand you can get it through Steam), and the game nags you if it can't reach the servers while playing, but tells you your progress is being saved locally nonetheless and will be resynchronized as soon as it can reach them again.
I've seen it warn me plenty of times that it couldn't reach the servers, but I have zero reason to believe I've ever lost any progress.

But you say, GTA Online, all online games have that, specially the multiplayers, but solo games that allow to play with steam offline... not sure about the MUST synchronize.
I had to restart Deponia after an image reinstauration.
Might have been an error on my side, though.

Right...as I understand it (and I keep forgetting about this, since I'm not a Steam user) you can buy/install older games through Steam, and those games might predate Steam itself and not know anything about it or try to sync state and the like. In that sense, you're absolutely right, Steam is just the delivery mechanism and a game not designed for it would work just as if you had purchased/installed it from disc. And it's not Steam's responsibility in that situation to bring back your saved state between one machine and another...

I once replaced the flat video cable of an HP laptop with a lot of blood, sweat and tears, only to have it failing on some other component a week later 
So if your latop is old, I would not spend too much effort on it.

As a thought - have you tried to boot in safe mode?
Hold down CTRL+F8 during startup, and see if that works. If it does, it's likely a driver problem, so reinstalling graphics drivers could solve it.
If it doesn't, it's likely a hardware fault.

And the boot CD? Even more isolation layer from OS or drivers.
Additionally you might be able to check if the HDD / SDD content is still there.

If this was a third-party hardware driver, I'd say delete the file (hook it up to another machine as a data drive in an external enclosure or through some other means) as that has saved me numerous times - not sure if it's luck, but if a driver file is missing the OS just keeps going and simply leaves the device in a disabled state in Device Manager.
But I'm reading that dxgkrnl.sys is part of DirectX, so I would NOT recommend that approach in this case.
As others have suggested, a Linux Live CD might help you determine whether you have faulty hardware, or just a bad Windows setup.

I can't seem to solve this one. There are alot of indicator/operators in the puzzle.
Mean (middle selection indicator)
about (outer container indicator)
distorted (anagram indicator)
top (first letters selection indicator)
right (suffix juxtaposition indicator)
I can read that sentence in a dozen different ways.
