You don't.

The ActionLink method runs on the server, and generates HTML which is returned to the client, long before any of your Javascript runs, and long before the user has the chance to type anything into the input.

You're going to need to generate the link's href on the client.

Alternatively, wrap the elements in a <form>, change the input name to match the parameter name on your action, and replace the link with a submit button.
