Surface Pro 4 problems: Windows Hello disappears, shaky screen | Computerworld[^]
Very interesting to me that surface pros are having this issue, because my i7 Toshiba laptop with touchscreen began behaving the same way under Win10.
Never had a problem with Win8.1
I have to move the screen (open some/close some) to get it to stop. It has gotten a bit better over the past couple of months. It would go completely black for 1 minute in the past.

The blurring/shaky screen problem only seems to affect a small number of Surface Pro 4 machines. Surface Pro 4 owner AbbasHaroon described the problem on the Microsoft Answers forum way back on Jan. 19:
I purchased SP4 device a few months ago and it was working fine for a month. Then I noticed that when the CPU is at its max, the screen flickers a bit. Investigating further revealed that it flickers even if it is setting idle. It does not flicker if at least one of the following thing is done:
A video being played in browser
If I keep the touch screen busy by either taping it or keeping a finger on it
If I use the touchpad
If keyboard is used for typing
This resulted in making the device completely unusable while reading articles or ebooks. I am a developer, most of the time I have to read the code and to do that, I have to constantly keep a finger on the touch pad or the screen

Some businesses have legitimate reasons to keep using Microsoft's obsolete operating system. But for most, the reasons that companies hold on to Windows XP boil down to not wanting to spend the money to upgrade. That's not a good long-term plan. Maybe it is time for that Norwegian cruise though

I'm aware of a DoD system expected to be in use for another year or three until the platform its on finally is retired using NT4 embedded. (Thankfully it has no external network access at least.)

Most likely a Managed Application that is contracted out; we have to lease the new version to meet DODI 8500 requirements! We can thank these bundled COTS solutions of that, and the truly messed up bidding process for putting us in this predicament to begin with.

Nope for all the but part of the first, being made by a 3rd party. Embedded system. Custom software controlling custom hardware. Not networked. No updates to the software at all after delivery/acceptance testing; the company who made the hardware only wants to sell boxes not support  and priced any software changes accordingly. It got yearly data updates until last fall from my previous employer (not the box maker); but our contract was ended as part of the platforms gradual replacement and winddown.
