... all components should be relatively capable, but at least from my personal experience, moving from HDD to SSD (all other components being equal) was the biggest single component boost for as long as I use computers (cca. 30 yrs)

I'd call it #2. Going from single to dual core was even more dramatic for me in reducing heavy load suckage. A maxed out CPU makes everything suck, IO bottlenecks only impact whatever is trying to access the disk at the time.

I have to agree 100% with that statement. I have broken the 5 year replacement with my current development machine built in late 2009 when Win7 went on sale. (3.6 GHz quad-core, 4GB of RAM) When the price per GB for SSD got low enough for me last December, I got a 480 GB for around $200 (US) and put Win10 on it fresh. The impact on performance was huge!  Or course, I also got rid of 7 years of cruft!

Seriously, if you have a tiny screen and lots and lots of RAM and processor power, it's useless. On the other hand having 3 wide quality screens with an i3 processor and 4Gb of RAM is not useful either. Same for the other parameters.
It ALL has to be good, though it doesn't have to be the latest shiny technology either. 
In short, it's in the combination of things.

Think about it: RAM, SSD, processor. They all speed up your computer.
But...most of the time, your computer is sitting there doing nothing while you stare at the screen, maybe running your finger down a page of code, or typing it in. Yes, it's nice to have a quick compile; yes, it's nice to have quick loading apps.
But the huge majority of your day is spent staring at a screen. Or two in my - and probably your - case.
Now imagine what it would be like with a 15" monitor and the same computer...

- When I was developing Chess program, i was looking for much higher processor.
- When I was working with multimedia, I was looking for RAM + Storage.
- Now a days, fast SSD is my need.
Life is a computer program and everyone is the programmer of his own life.

1 - SSD
1 - Processor
1 - RAM (Although this should be no problem these days with 16gb being standard already.)
These go hand in hand... can't have the one without the other, hence all are 1s.
I actually want to add "the right software" to the list also.
This is all due to computer hardware/software bottlenecks. One component can slow down the whole system.
Couple of really bad software that create these bottlenecks that I hate:
1 - Virus Scanners - These can really slow your pc down. Yet to find one which doesn't.
2 - MS delete - Shame of MS for not yet having got this right.
Could you believe that in the 21st century I'm still wasting almost an hour every day waiting for things to start up or work. Why? because of bottlenecks.

I don't see longer battery life!
Ram : I have 8gb on both my laptops, and I haven't been able to go over 5gb under normal usage (without starting VMs or running SQL Server which I have given up on!).
SSD : yes, 256gb is more than enough (unless you keep a lot of movies)
CPU : I have i7 4702mq on one machine and Core m 5y70 on another which perform the same on normal daily usage.
For me lighter notebook and longer battery are the main preference given the current hardware capabilities which are really good for any job.

I choosed "Other", because i couldn't decide for one option only. My choise:
- Portability: coding when and where I want.
- Storage. Lots and lots of storage
- Fast, wide and unlimited network
- Fast HDD/SSD
- Lots of fast RAM
- Mulitplatform (Win, Linux, etc.)
- Screen mirroring

For me it's combination of these:
RAM
Portability
Working place ergonomics

In particular since the subheading is "change one thing", the real question isn't what's most important in a dev setup; it's what change would make your current setup better. For my current work computer I have 3x displays (2x 22" 1680x1050 and 1x 19" 1280x1024) so while I certianly wouldn't mind bigger and better screens it's hardly a major problem. I have a good ergonomic setup (being able to easily raise the desk height as needed for being a really tall person is one of the few virtues of cube furniture). Going from 8 to 16gb of ram would be nice (and with the steady growth of VS ram bloat is something I'd probably need if I were going to stay in this job more than another year vs escaping at the end of the week - OTOH getting more ram when I can show I need it as never been a problem here either). Which brings me to an SSD; I find myself swearing at the spinning rust on a near daily basis including for about 15-20m at first boot when all the corporate crapware is trying to flog the drive to death, so that's my top wish for my work machine.
