I let it through so we can debate its merits. On its own I'd say it's site-driving, but perhaps oblivion would be too harsh? Would a noogie be a more reasonable punishment?

3 days... it still is in green zone for me (up to one / two week depending on the Q or the A)

I mean... if only this answer with that link, I would not report him.
If more answers with same Link root... then yes.

Questions months or years ago with a link... no mercy (it implies search for theme just to post link). 3 days old can still appear in normal list if an answer is edited or added or whatever event triggered.

I recently received a question on my post, http://www.codeproject.com/Messages/5174407/GUI-application-using-MONO.aspx[^] and after viewing the user profile I found that he had also shared the URL to his website, in another message (he has posted a total of 4 messages!), http://www.codeproject.com/Messages/5015964/would-this-also-work-on-mac-osx-except-from-window.aspx[^]

I am not sure, of it as a spam. But I do think this is engaging off-site traffic!
