"Web" is unreliable at best. "Web" is in the hands of the providers, who can slow connections to a crawl, make people pay more and more for the same services and leave them without connection for weeks. Definitely it happens in any place which is not the centre of a big European or American city - practically the vast majoriti of the world.

I had broadband access last year - before no web, no internet, nothing, not even the phone. 60% of Italian people do not have broadband Internet access, and in Italy brodadband means 640 kbps ADSL.

And it is not only Italy: many many more countries lay in the same or even worst conditions. even our best providers, who boast 100 Mbps connections, reach only 5% of population and they have prices on the range of 100 €/month - an engineer with 15 years experience earns 1600. Also they're not reliable at all.

So yes, traditional desktop applications may live on an offline support, not needing sniffable, shapeable, sabotable, costly and unreliable network.
