Where is the choice to strip out features?

I can get the core 90% of the project done on time and bug free - that is the critical part the business needs... it is all the outliers, pet projects, add on's, and scope creep issue items that need to be stripped out. Send that stuff out as a next release, if there is a justifiable ROI.
