It depends.. I mean, sometimes the same policies to enforce the security and by exposure security breaches. If the policy says: to change twice a month the password, put at least one upper char, at least one lower char, at least one number, at least one punctuation sign, at least one prime number lower than 500, cannot be related to your or your wife or relatives name, last name, date of birth, position, address, information leaked in the internet.. and different to the previous 20 passwords...

Eventually, you will forgot the shifting passwords. Therefore, if you have to manage those policies for 20 servers, databases, and systems; finally you will put the password in some place.

I agree that the password should be just in your mind, but also I am against the extreme hard password policies, due they are useless.

It would be better put a poem as a password, or a quote. It is very good explained by XKCD:
