Wow, the world is getting crazy. To which extent should a PM be spam ? It is like if you had to ask permission for talking to someone. Do not be overcautious, for God's sake.
People won't accuse you of spam if you formulate a polite PM to ask for their help, but they are true weirdos, and have a bizarre understanding of the community. Plus, if they would not want any hassle like this, they would have had disabled the Private Mail feature.
So do not hesitate, this is your project, go !
(And would I understand the slightest thing about Azure, I would have proposed my help, but Azure is for me a mere synonym of blue and nothing else).
