Always call Dispose if it's available. That's the whole article. Oh, and use the using keyword where you can, as in

using (Bitmap bm = new Bitmap(path))
{
//do stuff
}
// it will be disposed here, automatically

You should never call GC.Collect, you're only going to interfere with the efficiency of the garbage collector.
