I suspect it could be a matter of weight. How heavy are those thing anyway? If they cover half the road, then double the weight for double the length. How quickly can someone throw these things across a road if suddenly you have a set that weights double what they already do?

I would imagine they take up quite a bit of room. Trunk space on a police cruiser is at a premium (it's absolutely an important bullet-point of the selection-making process when they replace their fleet); I doubt there's enough space left in the average trunk to add a second one.

Here in the UK they are called stinger and the reason they are only half the road is so they only affect traffic on that side of the road. They are quick to deploy and quick to wind back in.

When I was first married we lived on a farm that had dairy cows, and we made our own ice cream, which was one of the few pleasures we had. In the spring the cows would eat wild onions and garlic and it was hard to drink the milk
My brother in law would still make ice cream and when we asked him how he could eat it he said; "just eat an onion first"..
I'm not sure how many cookies it makes to be happy, but so far it's not 27.
