It is most likely explained by some of the other posts, although it may just be immaturity.
I can understand the desire to be published, we all have at least a little bit of the desire to self promote, to be liked and respected. I'd love to write an article, but I'm a generalist with many on here whose skills outweigh mine in specific areas. Even where I really know my stuff, it has already been adequately covered here. A less mature mind might well be tempted to cobble together something, anything, to say "look at me, look at me!"
Unfortunately we look and then laugh, (possibly creating a sociopath in the process, but - hey ho!), thus doing exactly the opposite of what the poster wanted (maybe driving them to ever greater heights of absurdity [or going postal!] )

I know it was pointed out that one of my articles basically duplicated another in functionality, I had not even done a search for existing material before writing the article.
Some people have still downloaded it and got some value from it. It is not necessarily the content but the way it is written or explained that is can be the value in some articles.

I wouldn't say there's a "one size fits all" trend amongst them all, but I've encountered a particular mentality more than once. Many of them simply want to get that article published, period. The conversation goes like this:
Me: "Dear plagiarist. This is plagiarism. Here is the definition of plagiarism. Here is how we do things at CodeProject. Would you be willing to do those things?"
Plagiarist: "I am so sorry. Yes of course. Here are my changes (one sentence is changed). Can my article be published now?"
Me: "Reiteration of previous email. Let's try 100% of your own content. This is really the best way to go."
Plagiarist: "OK sorry. But when can my article be published?" (a few more sentences changed)
Some plagiarists can't be bought, bullied, reasoned or negotiated with. Some plagiarists just want to get published.
