Your body. The belt loops keep the belt tightened above your hip bones where, in theory at least, you're thinner. This means the belt keeps the pants from "expanding" and sliding down over your hips.

Reminds me of a incident from about half a century ago.
Right-ponders use the term "belt and braces" to describe conservative action - built-in backup. (Left-ponders may say "belt and suspenders", I don't know.)
I was discussing an electronics engineer's work with his boss, commented on what I thought was over-design.
The reply was "Mike doesn't just wear belt and braces, he stuffs helium balloons in his pants pockets!"
Still remember it all these years later.
