I always insist that HR not "filter" CVs for me -- I ask them to just put the ones that they think are the best at the top of the pile, but let me see the cr@p applicants, too.
... And then I start from the bottom of the pile, and usually choose to only interview people from way down low.
If you're allowing HR to reject applicants, you're making a Huge mistake.

You mean the method of going door to door asking neighbours if they saw something, and most likely not seeing anyone.

The article earlier points out that they received a basic data set of what was in the area - I am assuming device, date and time, with some GUID to link multiple devices and make the request back to google for further information. (might also include application that data point came from)
And he was giving 7 days to respond. Even gave him the case number so he could back trace the request.
I am someone still on a bit in the middle on this whole issue, but the way this has been put together will push haters to still hate.
Put it this way: how upset would the guy have been if no tech was used, instead they had an eye-witness that said this guy cycled past the place 3 time in an hour.
That right there is more details then what google had provided to them. (hint toward age, sex, activity, time)
Google provided date, time, device (maybe some other generic data). They require the next step of requesting more detail so they can find out that you are not a suspect, to which you have time to appeal.

The really scary part is considering how and why the connection between Google and the police was established. Once the police knows that this person had been close to the burglary site, they can check the guy out of the case. But how did they get to know of him at all?
Either, the police can demand that Google (or any similar actor) seaches through all their anonymized data and selects whatever the police demands, and Google does not object to it at all: They will deliver any anonymized data to the police in a de-anonymized format, for no other reason that the police says "We want to take a look at it". The police is doing the selecting of "relevant" data, in a huge base - for all practical purposes, all of the location info that Google manages.
Or (which I actuall consider less likely): Google is itself doing part of the police investigation, evaluating which may be relevant evidence, to be handed over to the police, and which is not. Then Google serves as an extension of the police.
Actually, the second alternative is the scariest to me, that Google has become intermingled with the police. It will be much harder to reverse that. In the first alternative, it takes a decision by Google (which certainly is not likely, but it is in theory possible) to not give out any de-anonymized information about any indiviual unless the police has declared him/her as a suspect.
It is really scary in either case.

Even if I am not planning any criminal activities, I sometimes deliberately leave my mobile at home, both because I don't want to be disturbed and because I don't want to be traced.
About a week ago, police caught some guys redhanded, stealing expensive tools from building sites. There has been a lot of burglaries of building sites lately, and police suspected that the same guys might be responsible. So they inspected the GPS of the truck that had been used, finding the log trace of all the movements the truck had been doing lately. Not surprisingly, several of the other sites that had been robbed was on the list.
But the traces also lead into the forest, and back. Police went to the place where the truck had turned, and searched the terrain. Hidden under a pile of fir branches a little off from the road they found more than 100,000 Euros worth of stolen tools. In other (but not as spectacular) hiding places, they recovered tools worth close to a million Euros, by following the GPS trace info.
So the "moral" is: Remember to clear trace info from your GPS if you want to hide all traces!
(In the EU, all new cars are required to have a GPS that can report the position if a car has an accident. Authorities and car manufacturers claim that this GPS, which is independent of your map plotter, will not be activated until e.g. the air bag is releases. I'd say that I do not trust them fully on this; I strongly suspect that police has the autority to call up this GPS and ask it to report its position at any time, just like they can connect to any mobile phone to see which base stations has it in its reach, and listen in on any traffic. I would assume that the "emergency GPS" does continous logging of movements prior to the accident, even if it isn't transmitted. If the car is confiscated by the police, they will have access to this log. But you do not have access to it; you cannot clar the log!
If this was something happening in China, we would be holding it up as a totalitarian dictatorship's constant monitoring of its entire population. But it happens here, in the free Western world, and therefore it is a great aid for police to make life safer for everybody.)

Creating descriptions of our own society as it might appear, seen from "the other side", can be an enlightening experience.
"The other side" can be anything - China, "which we call Red China", is just one of many. Try to set yourself in the position of some moral crusader (unless you are one yourself  ). A fundamentalist Christian. A prepper (unless you are one yourself). Whatever. Just try to find all the arguments and justifications that stands in clear opposition to your own (or your society's) views. Search for arguments that your real self cannot counter.
If you are really, really afraid of having your views and possible misconceptions challenged, you should of course refrain. But if you dare to go into the hard arguments and view of those you oppose, it may strengthen you. And, of course, you may end up adjusting your views somewhat.
