Yes to both.
A more accurate headline would be: "Drives that fail, typically do so in under 3 years" or even "The average age of failed drives is under 3 years".
Their data clearly shows a higher average failure age for smaller (and presumably older) drive models. I think it's more likely to assume most of their drives aren't old enough to have reached the upswing of the bathtub curve.
