I've spoken with the author. He actually pointed me to some other page where it was originally published and demonstrated he owns that site and the article. I think it's OK.

Simple click - it will navigate to the page with the correct - permanent - address...

Thanks, I got it. It is once again IE11 which afterwards navigates only to the question, while GoogleChrome goes really to the Solution
