The question looks off-topic; but if you view the revision history, you can see that the initial version[^] had a spam link to a "wiki consultancy" site, along with more marketing blurb.
It looks like @PIEBALDconsult removed the spam content of the question - a big no-no - but I'm not sure how far I trust the details in the revision history.

If it's the one I'm thinking of, I removed a cut-and-paste from Wikipedia, which was needless and maybe plagiaristic. I didn't see any spam.
While maybe off-topic (ish), I think the question itself is not spam. Just pointless.
I'm willing to give the poster some slack until she hangs herself.

Look again at the initial version[^]: there's a link to wikiconsultancy DOT com, "a hub of professional Wikipedia page writers, editors and expert Wikipedia consultant for hire".
No more rope needed: spam and spammer.

The words "foreign key" under the heading "Foreign key constraint" are a link to scaler DOT com. The only other time I've seen that domain was back in September[^], when a new user resurrected a question from 2013 with a link to it.
