No, you can't fall through from one case/default into another one.
You can only break or change the program flow somehow, e.g. return, throw, and goto.
IMO goto and label can be acceptable inside a switch.

You can't drop through a case, but you could always include it inside a loop, so each case is executed until the value is outside of the maximum.

There is no way an operating system can ever find out its own external IP address, you may have all kinds of routers, bridges, NAT (Network Address Translation), etc. sitting in between your PC and the actual internet.

Yes. There is no way around. You can come up with smart code that tries a couple of them, so even if one fails, you still get the result you need. Until they all get out of business...
You could also make one or more of them configurable, similar to DB connection strings.
