Your problem is here and it makes no sense to me.
var position = parseInt('<%=!string.IsNullOrEmpty(Request.Form["div_position"]) ? Request.Form["div_position"] : "0" %>');
element.scrollTop - is the pixels hidden in top due to the scroll. With no scroll its value is 0.
So get this value and place it in the hidden input element textbox and add +20 to it. Make the textbox visible and check the value to make sure its correct. If you need to add or subtract pixels from the value. Then on document load in client script, set the element.scrollTop value back to the hidden value.
