i heard that new text editor provided by adobe named brackets
work at local machine

and is built using html and javascript

Solution 1

Any internet browser can execute html and javascript even if it is on the local machine. So, yes, you could do it all with notepad if you wanted to.

so , if i remove my internet browser from computer , the project wont work ?

Correct. Browsers are what can execute html and javascript.
