How to connect Team Foundation Server using IP in LAN?

I use SERVER as tfs server name before I grouped my system it worked properly. After I grouped my systems (VLAN using Single Switch) it doesn't works. But I can connect to the server system by using IP address, I can't connect the tfs server using IP address. How to solve this issue?

What issue? None of that made any real sense. What do you mean by "after I grouped my systems"??

If you made large changes to your network configuration, you have to make sure all of your network infrastructure services work again, like DHCP and DNS. Without that, you can't reliably resolve names to IP addresses.

If you changed the IP address of the server the TFS server is sitting on, you'll have to make sure it's running and configured properly. Check the Application Eventlog on that server to see if there is anything wrong with TFS starting or with the SQL server that it's databases are on.

Group Means: I make one lan group by 192.168.0... series and another group by 192.168.2... Series, server connected in the second series. Now tfs works well in second series. I can't connect tfs from first series (192.168.0.).

Those aren't "groups". Those are different subnets if your subnet mask is 255.255.255.0 (which is pretty much the default for a 192.168.x.x IP). Without a router between those two subnets, no device on 192.168.0.x can talk to any device on 192.168.2.x.

Now, there's a way you can change that so both subnets can be merged into one. Change the subnet mask on all the devices to 255.255.252.0. That will make .2.x and .0.x the same subnet and everything will be happy.
