XML file attached to the setup. This is not attached when we create a setup

I have created the Setup of my application. I want attached XML file which is not included in the Setup but it should be external. I don’t want to add XML file when we create a setup. I want to create a Setup only once but I can change XML file many times without creating a Setup file.
