hello.

some time the webpages having jQuery not works. and some time it works.
how can we permanently enable it.
BUT JQUERY EFFECT NOT WORKS

You need to have JavaScript enabled in the browser. That's a user setting. You cannot 'set' this setting from within your website, the user has to enable JavaScript. If JavaScript is not enabled, you will not be able to use jQuery.

You also may want to check the version of the browser since older browsers don't run jQuery as well.
