How to fix error TFS error TF30046

after restore database from tfs 2015 to 2018 i got this error when trying to load TFS.

TF30046: The instance information does not match. Team Foundation expected 5261d5c6-6187-436e-8ead-81efc82c2616 which was not found. Please contact your Team Foundation Server administrator.

I Restored database successfully, But i got this error again.

There's 15. to 17. steps to do (depending on situation). Did you follow all of them? If not, you'll see such of message again and again.
Note: i don't see your screen and i don't know your TFS server configuration. So, i can't help you more...
